The Dutch documentary series Firma Erfgoed Overzee was also on St. Eustatius focusing on the marginalized and endangered  Afrikan heritage from our slavery past.

Derrick Simmons, a member of the 'St. Eustatius Afrikan Burial Ground Alliance' guided Aldith Hunkar and the film crew around, and the episode will air tomorrow (Friday, July 21st) on Dutch national television (NPO2, EO, 10.10 pm).

De St. Eustatius Afrikan Burial Ground Alliance organiseert in samenwerking met Pakhuis de Zwijger deze bijzondere documentaire over onze voorouders die werden bevrijd van de slavenschepen door Engeland, maar hun thuisland in Afrika nooit zouden terugzien.

Annina van Neel start haar strijd voor hun eervolle rustplaats, maar stuit op weerstand en onverschilligheid en moet het hoofd bieden aan de hardnekkige erfenis van het kolonialisme. Zij komt in contact met Peggy King Jorde uit de VS die in de jaren 1990 dezelfde strijd voerde voor de African Burial Ground in New York City.

De strijd van Annina is niet uniek. Overal in de Amerika's vechten Afrikanen in de diaspora voor de nagedachtenis van hun voorouders. Er zijn vele 'Afrikan burial grounds', ook in Nederland.

Nagesprek

Tijdens het nagesprek wordt dieper ingegaan op de opgegraven voorouderlijke overblijfselen van de tot slaaf gemaakte Afrikanen van de plantage Golden Rock op Sint Eustatius, die onder Nederlands koloniaal bestuur stond (en nog staat). 

De correlatie tussen de begraafplaatsen van Sint-Helena en Sint-Eustatius vormt een grote historische synergie tussen de twee verhalen en draagt ​​bij aan ons begrip van de Middle Passage.

Protection of cultural heritage within the Dutch Kingdom

St. Eustatius is a Caribbean island with 3,500 inhabitants and has been a public entity of the
Netherlands since 2010, in common with Bonaire and Saba. Whereas the laws of the (former)
Netherlands Antilles applied to the island until 10 October 2010, constitutional reform at that
time led to the introduction of numerous so-called BES laws, covering the islands of Bonaire,
St. Eustatius and Saba.

Inadequate heritage protection regulations for the Caribbean part of the Kingdom

In the European part of the Kingdom, the 2016 Heritage Act is in place. When it comes to protecting cultural heritage on Bonaire, St. Eustatius and Saba, the BES legislation falls short on several points compared to the Heritage Act. 

A few examples:

1. Formal reporting. The Heritage Act regulates that archaeological finds and the location where they were found must be reported by means of a notification obligation. Officially, the find must be reported to the minister, in practice the finder can contact the Cultural Heritage Agency of the Netherlands so that the find is registered in the central archaeological information system Archi. This regulation does not apply to the Caribbean islands.
   
2. Certification. Under the Heritage Act, a company or organization must be certified to excavate archaeological remains. The Heritage Act does not apply to the Caribbean Netherlands. 
3. Quality assurance. Quality assurance for archaeological research is partly shaped by rules in the Heritage Act and partly by a system of certification based on the Dutch Archaeology Quality Standard (Kwaliteitsnorm Nederlandse Archeologie). These kinds of regulations do not apply to the Caribbean Islands. 
4. Supervision. Supervision is regulated through the designation of supervisors by the Executive Council. There is no Netherlands-based supervision of compliance with the Monuments and Historic Buildings (BES Islands) Act [as carried out by the Information and Heritage Inspectorate (Inspectie Overheidsinformatie en Erfgoed)

About the The 2016 Heritage Act

The Heritage Act of 2016 harmonizes existing legislation and regulation, abolishes redundant regulations, and where possible places responsibility for the protection of cultural heritage with the field itself: museums, curators, archaeologists, owners and administrations. As such, the introduction of the Act has implications for regulations pertaining to (art) collections, archaeology and the conservation of monuments. The Heritage Act became effective in 2016. On page 45 of the English text of the Heritage Act is explained what the situation is for Bonaire, St. Eustatius and Saba, the three public entities (authorities) in the Dutch Kingdom, geographically located in the Caribbean:

"Since 10 October 2010, the islands of Bonaire, St. Eustatius, and Saba (the “Dutch Caribbean”) have had the status of public authority [openbaar lichaam]. This legislative proposal will not apply in the Caribbean Netherlands, meaning that there will not be any change in the current situation. The acts that have been integrated into this legislative proposal also do not apply in the Caribbean Netherlands. For monuments and archaeology, there is a separate act, namely the Monuments and Historic Buildings (BES Islands) Act [Monumentenwet BES]. 

Based on that Act and the regulations applying to the BES Islands, the island governments can assign protected status to monuments. The Monuments and Historic Buildings (BES Islands) Act comprises a different system of protection to that in the legislation applying to the European part of the Netherlands. In the European part, the protection of monuments and archaeology is safeguarded above all in the legislation on spatial planning, and the Caribbean Netherlands has a different regime for that legislation also.

The chapter on the management of collections does not apply to the Caribbean Netherlands either. Management of the national collection is not allocated to any of the public authorities, and a locally based institution will not be charged by the Minister of Education, Culture and Science with the management of collections." 

The 2016 Heritage Act vs. the 2010 Monuments Law BES

The three islands fall under the jurisdiction of the Monuments and Historic Buildings (BES Islands) Act (Monumentenwet BES) and only parts of the Heritage Act (Erfgoedwet). Identifying which parts of the Heritage Act actually apply to the public entities is a complex process. In response to our request, the Information and Heritage Inspectorate (Inspectie Overheidsinformatie en Erfgoed) provided the following information:

“The Heritage Act does not apply to the BES islands. At the time of the reform, a choice was made with regard to which Dutch legislation should or should not apply to the BES islands. As far as the conservation of monuments and historic buildings (which includes the conservation of both monumental buildings and archaeology) is concerned, it was decided that the BES
islands should retain their own legislation. 

Currently, this means that the Monuments and Historic Buildings (BES Islands) Act applies. In the Netherlands, quality  assurance for archaeological research is partly shaped by rules in the Heritage Act and partly by a system of certification based on the Dutch Archaeology Quality Standard (Kwaliteitsnorm Nederlandse Archeologie). These kinds of regulations do not apply to the BES Islands: the Monuments and Historic Buildings (BES Islands) Act is relatively sketchy, similar in that respect  to the Dutch legislation in force before 2002. The above also has implications with regard to supervision.

The Monuments and Historic Buildings (BES Islands) Act provides for supervision through the designation of supervisors by the Executive Council. There is no Netherlands-based supervision of compliance with the Monuments and Historic Buildings (BES Islands) Act. 

The Netherlands Information and Heritage Inspectorate is however tasked with supervising compliance with the BES Archive Act (Archiefwet BES). The supervisors responsible for compliance with the BES Archive Act are not designated by the Executive Council, but instead by the Minister of Education, Culture and Science (OCW).’’ [Email exchange with the

The documentary 'A Story of Bones' received a special mention last Wednesday at the Activist Documentary Awards of the Movies That Matter Film Festival. Congratulations to the entire Film Team! 🎉🎉🎉

"We felt we wanted to highlight one film in particular for a special mention: Through a well structured edit and the poetic use of images, this film highlights the personal struggle of an activist, who fights for a new history. The filmmakers take us with her on a journey to a small island and on a toil of this strong woman to reclaim and honor the neglected history of thousands of formerly enslaved Africans left in mass graves on the remote island of St. Helena. Despite the severity of the subject, the film found humor and levity, the activists left us hopeful for the future alongside a clear call to action. Afrikaanse voorouders uit de slavernijtijd zorgen voor onrust: de lange, eenzame strijd van hun nazaten voor een waardige begraafplaats

ST. EUSTATIUS / 25 Maart 2023 / -- St. Eustatius Afrikan Burial Ground Alliance

'A Story of Bones' is nu eindelijk ook te zien in Nederland. Op 25, 28 en 29 maart wordt de documentaire vertoond bij het ‘Movies that Matter’ Filmfestival in Den Haag. Annina van Neel, hoofdrolspeler in de documentaire en pleitbezorger voor de bescherming van Afrikaanse begraafplaatsen, is in Nederland gedurende het festival. Zij is tevens een van de acht geselecteerde mensenrechtenactivisten voor wie de festivalorganisatie een speciaal impactprogramma heeft samengesteld. De documentaire maakt deel uit van de “Special: Herdenkingsjaar Slavernijverleden”.

A Story of Bones: een ongemakkelijk verhaal

‘A Story of Bones’ vertelt het verhaal van Namibische Annina van Neel die tijdens haar werk voor de aanleg van het vliegveld op St. Helena een spirituele ommekeer maakt wanneer steeds meer menselijke resten van slaafgemaakte Afrikanen in massagraven worden blootgelegd. Als ze zich inzet voor een waardige herdenking en herbegrafenis voor 325 opgegraven, loopt ze op tegen een muur van verzet, onverschilligheid en de grimmige erfenis van het kolonialisme. Bij overheid en bevolking zorgen de opgegraven menselijke resten voor ongemak, mensen kijken liever weg van het slavernijverleden. Annina roept de hulp in van Peggy King Jorde. Vanuit haar werk voor de African Burial Ground in New York in de jaren negentig neemt Peggy haar enorme expertise en ervaring mee naar St. Helena. Als adviseur culturele projecten, met name Afrikaanse begraafplaatsen, kent ze na dertig jaar het klappen van de zweep.

De overeenkomsten tussen St. Helena en St. Eustatius: herbegrafenis en eerherstel voor opgegraven voorouderlijke resten

In totaal wordt ‘A Story of Bones’ drie keer vertoond. Op woensdag 25 maart wordt de vertoning gevolgd door een nagesprek met Annina van Neel, Peggy King Jorde en Kenneth Cuvalay. Kenneth Cuvalay is initiator van de St. Eustatius Afrikan Burial Ground Alliance en dat hij aansluit bij het gesprek is niet toevallig. Los van zijn lobby om ‘A Story of Bones’ naar Nederland te krijgen, vindt op het kleine Caribische St. Eustatius een vergelijkbare strijd plaats met dezelfde muur van verzet, onverschilligheid en de grimmige erfenis van het kolonialisme. St. Eustatius zit nog midden in die strijd. In 2021 werden zonder instemming van de bevolking 69 menselijke resten opgegraven op een historische plantagebegraafplaats van ooit slaafgemaakte Afrikanen, vlakbij het huidige vliegveld. De bevolking protesteerde heftig, de opgravingen werden gestopt en er werd een onderzoek ingesteld. Nu, bijna twee jaar later zijn de voorouderlijke resten nog steeds niet herbegraven en liggen ze opgeslagen ergens in een depot op het eiland.

Protest van de inwoners van St. Eustatius: herschrijven van de geschiedenis

Voor Kenneth Cuvalay, geboren op St. Eustatius, was dit reden om de Alliance op te richten, een gemengde groep mensen bestaande uit inwoners, activisten en wetenschappers op het eiland en daarbuiten. Ze vechten voor hetzelfde doel als Annina van Neel, een respectvolle herbegrafenis en de gemarginaliseerde geschiedenis van hun voorouders uit de vergetelheid halen. Bij toeval leerden ze van elkaars strijd. De twee kleine eilanden, St. Eustatius en St. Helena, de halve Atlantische oceaan ertussen, bleken veel overeenkomsten te hebben. Zo klein als ze zijn, door hun strategische ligging is hun rol in de trans-Atlantische slavenhandel groot geweest. St. Eustatius was ooit de belangrijkste transithaven voor slavenschepen van de WIC en andere koloniale machten waar tienduizenden Afrikanen, de helft ervan kinderen, aankwamen om naar omringende eilanden te worden doorverkocht.

Zowel Peggy King Jorde als Annina van Neel werken nauw samen met Kenneth Cuvalay en de St. Eustatius Afrikan Burial Ground Alliance. Onder meer is er een aanvraag gedaan voor de begraafplaatsen voor opname in UNESCO’s Routes of Enslaved Peoples. Ook lobbyt de Alliance voor een slavernijmonument op St. Eustatius.

Geen losse verhalen maar het verhaal van de wereldwijde gevolgen van de trans-Atlantische slavenhandel

Voor Annina, Peggy en Kenneth staat de ‘bigger picture’ van de gemarginaliseerde geschiedenis van de Afrikaanse diaspora voorop. Volhardende vechters in de lange, eenzame strijd voor het behoud van Afrikaanse begraafplaatsen en voor eerherstel voor hun voorouders. Voor hen is het belangrijk om de strijd niet op lokaal, maar op wereldniveau te voeren. Er zijn vele ongemarkeerde Afrikaanse begraafplaatsen in de Amerika’s die bescherming verdienen. Citaat uit ‘A Story of Bones’: "What Annina thought was a local struggle was in fact a global one. And until it's fought on a global level it can't be resolved locally."

The St. Eustatius Afrikan Burial Ground Alliance is a movement that protests the excavations of Afrikan free and enslaved Afrikans at an 18th-century Afrikan burial ground in St. Eustatius (see https://www.change.org/LeaveOurAncestorsInPeace). The protests started in April 2021 and were initially led by the political party Ubuntu Connected Front Caribbean. Located in St. Eustatius and with allies around the world, the St. Eustatius Afrikan Burial Ground Alliance broadened the scope of the struggle focusing on other Afrikan burial grounds in St. Eustatius such as the Afrikan Burial Ground Godet Plantation St. Eustatius (Godet/Fort Amsterdam). One of the aims is to further broaden the scope of our struggle to the Pan-Afrikanism level, connecting with and working with Afrikan-centered organizations and movements that are also fighting for the preservation of our ancestors’ endangered Afrikan burial grounds around the world and taking control of our narrative that has been distorted.

Afrika is spelled with a “k” instead of a “c” based on the following insights:
-    It is a Pan-Afrikan spelling which relates both to the Afrikan continent and to the Diaspora;
-    It reflects the spelling of “Afrika” in all Afrikan languages;
-    It includes the concept of “ka”, the vital energy which both sustains and creates.

In response to the protests, we published a scientific article in January 2022 “A Future That Does Not Forget: Collaborative Archeology in the Colonial Context of Sint Eustatius (Dutch Caribbean)”. We also published the “Manifesto: What the FARO Convention means for St. Eustatius”.
